The Pipeline and Hazardous Materials Safety Administration recently published on their website a document which outlines the regulatory rulemaking process. Entitled The Reg Map, the document identifies the nine steps necessary for a suggested modification to the regulations to become a final rule.

The process detailed in the map is not specific to hazardous materials regulations but applies to regulatory steps needed for any agency to modify its respective regulations. However, it is a useful document to aid in understanding of the regulatory process, appreciate the time needed to complete all steps and prepare petitions and comments to rulemakings accordingly.
