President Obama rejected the proposed expansion of the Keystone oil stands pipeline that would have carried crude oil from Canada to the U.S. Gulf Coast refineries. According to TransCanada, the pipeline would have created 20,000 jobs, including 7,000 manufacturing jobs by boosting the demand for welding supplies and other materials. However, a Cornell University study says the projections were flawed, and that the pipeline would lead to a decline in jobs over the long term.  As reported by the Cornell study, during the construction of Keystone Phase 1in South Dakota TransCanda employed a total of 2,580 workers, but only 282 workers (11 percent) were residents of the state, and of those, only 3 were welders. While pipeline construction would create jobs for welders, there are questions as to whether these jobs could be filled domestically, given an ongoing welder shortage. The Cornell study also indicates that potential job creation would be limited by importing materials, stating, "There is strong evidence to suggest that almost half of the primary material input for KXL—steel pipe—will not even be produced in the United States."
